RESPONSIBILITY TRAINING



REPORT ON PRE-ACCESS/RESPONSIBILITY TRAINING FOR
IPPIS ROLE PLAYERS
As requested by the Office of The Accountant-General of The Federation to nominate the appropriate Officers for IPPIS Pre-Access/Responsibility Training (Two each from Human Resources, Payroll and one in Audit section) to enable them deal with issues related to IPPIS.


OBJECTIVE OF THE TRAINING
The Training was designed to enable participants (IPPIS Role Players) to have access right that will enable them input Payroll Information and other issues associated with Discipline, Exit, Termination, Cooperative matters, Pension Details, Promotion, Union Matters, Grade Level/Steps, Bank Details and update.

The training was done in three (3) different segments that cover the role of Human resources, Payroll, and Audit sections. These segments consist of three different access rights that enable the different sections to operate optimally without intruding into the role of other IPPIS Role Players in the Centre. For instance, Human Resource was given access right and configuration according to its responsibilities only, and cannot consequently interfere with Payroll access responsibilities, and Payroll on the other hand, was also given access right according to its responsibilities and cannot interfere in Audit access right responsibilities.

The first Segment (Human Resource/Admin Section)
The first segment of the Training was for the Human Resource/Admin participants. We were Trained to carry out Seven (7) Different Responsibilities as a Human Resource IPPIS Role Players, these responsibilities are:-
§  To manage Grade Level Update and Correction
§  To manage Pension Detail, Update and Correction
§  To input Tax state, wether for update or for corrections
§  To correct and Update Designation or Rank of Officers
§  To do Migration for Officers who came on Transfer of Service
§  To manage Union corrections and Update
§  To respond to the resolution of Management to Suspend an officer without Pay for a given Period of time or Salary deduction as a result of absent from duty or any other offences. The HR IPPIS Role Players is also expected to Terminate or Lift Suspension of an Officer based on recommendation from management.
At the end of the Training, the Laptops of the HR Participants were configured with IPPIS Application. Access right, User Name and Password were also obtained.

The Second Segment (Payroll Section)
The Payroll Participants were Trained to carry out the following Responsibilities:-
§  To update and correct Bank Details. For an officer to change Bank, the IPPIS Payroll officer is expected to receive a duly signed Letter of Non Indebtedness by the old Bank Manager of the Officer involved. 
§  To Correct and Update Step. The payroll officer is also expected to input Step Placement only if the HR has done his Grade Placement.
§  To manage cooperative Matters such as Loan deductions, Savings and correction or opt out of membership.
§  The Payroll Officers was also Trained to manage Underpayment and Overpayment of Salary (ies).
At the end of the Training, the Laptops of the Payroll Participants were also configured with IPPIS Application. Access right, User Name and Password were also obtained.
